【摘要】:ThisInternationalStandardassistsinmeetingarequirementoftheInternationalConventionforSafetyofLifeatSea(SOLAS),adoptedbytheInternationalMaritimeOrganization(IMO),thattheradioequipmentdefinedinchaptersIIIandIV,andthenavigationequipmentdefinedinchapterVoftheConvention,betype-approvedbyadministrationstoconformwithperformancestandardsnotinferiortothoseadoptedbytheIMO.(AdministrationsaredefinedbytheIMOasgovernmentsofthestateswhoseflagstheshipsareentitledtofly.)TheperformancestandardforgeneralrequirementsforshipborneradioequipmentandelectronicnavigationaidsthathasbeenadoptedbytheIMOisgiveninIMOResolutionA.694andisreproducedinthisstandardasannexA,whichformsthebasisforthisstandard.Referenceismade,whereappropriate,toIMOResolutionsA.694andA.813andallsubclauseswhosewordingisidenticaltothatintheresolutionsareprintedinitalics.Thisstandardspecifiesminimumperformancerequirements,methodsoftestingandrequiredtestresultsforgeneralrequirementswhichcanbeappliedtothosecharacteristicscommontoallequipmentdescribedhereunder:a)shipborneradioequipmentformingpartoftheglobalmaritimedistressandsafetysystemrequiredbytheInternationalConventionforSafetyofLifeatSea(SOLAS)asamended,andbytheTorremolinosInternationalConventionfortheSafetyofFishingVesselsasamended;b)shipbornenavigationalequipmentrequiredbytheInternationalConventionforSafetyofLifeatSea(SOLAS)asamended,andbytheTorremolinosInternationalConventionfortheSafetyofFishingVesselsasamended,andtoothernavigationalaids,whereappropriate;andc)forEMConly,allotherbridge-mountedequipment,equipmentincloseproximitytoreceivingantennas,andequipmentcapableofinterferingwithsafenavigationoftheshipandwithradio-communications(seeIMOResolutionA.813).NOTEForEMC,thisstandardisintheIECcategory“productfamily”.Therequirementsofthisstandardarenotintendedtopreventtheuseofnewtechniquesinequipmentandsystems,providedthefacilitiesofferedarenotinferiortothosestated.

【摘要】:ThisCENTechnicalReportdescribesaprocedureforassessingconstructionproductswithregardstotheirrelease/emissionofregulateddangeroussubstances(RDS)intotheenvironmentinaccordancewithEssentialRequirementNumber3oftheConstructionProductsDirective(CPD),asfarastheseconstructionproductsfallundertheresponsibilityofCEN.NOTE1ForthepurposeofthisdocumentandmandateM/366,thereleaseofregulateddangeroussubstancesfromconstructionproductsislimitedtotwomainenvironmentalcompartments:1)soil,groundwaterandsurfacewater;2)indoorair.NOTE2ItshouldbenotedthatconstructionproductsfallingundertheCPDandtheseenvironmentalcompartmentsarethesubjectofotherEuropeanUnionregulations,e.g.REACH,andtheymayalsobethesubjectofMemberStateregulations.ThisTechnicalReportdefineshowthemandatedcharacteristicsexpressedintermsofmandatedRDSsforeachconstructionproductcanbeassessedbyanindividualmanufacturerusingthe‘WithoutTesting’(WT)procedureand/orthe‘WithoutFurtherTesting’(WFT)and‘FurtherTesting’(FT)proceduresafteraninitialtypeassessmentandhowthecorrespondinginformationaccompanyingtheCEmarkingcanbeexpressedintermsofdeclaredvaluesorRDSclasses.Thisreportdescribes:a)underwhichconditionsaRDSclassforaconstructionproductmaybedeclaredbytheindividualmanufacturerusingthe‘WithoutTesting(WT)’assessmentprocedure;b)ifallrelevantmandatedRDSsareassessedbythisWithoutTestingprocedure,howasetofRDSclassesforaconstructionproductmayalsobedeclaredbythemanufacturerwithouttheneedfortestingoftheirspecificproducts;c)howtoestablishRDSclassesforaconstructionproductusingaWithoutFurtherTestingprocedureoncesufficientinformationhasbeenobtainedfrominitialtypetesting;d)whenandhowtoundertakeFurtherTestingaspartoffactoryproductioncontrol;e)howtoevaluateconformityoftheconstructionproducttooneormoreRDSclasses;f)howtocreateanddeclareasetofRDSclassesusingoneoracombinationoftheWT,WFTandFTprocedures.Forconstructionproductsthathavetobetested,horizontalEuropeanrelease/emissiontestmethodsarethereferencemethods,butthisreportalsodescribesunderwhichconditionsscreeningtestsmaybeused.TheuseofalternativetestsispartofthestandardCPDprocedureandthereforetheuseofalternativetestsisnotdescribedinthisreport.NOTEAmanufacturerisfreetouseanalternativetestcalibratedagainstthereferencemethod.However,databasedonthereferencemethodhasprecedenceifthereisconflictinginformation.TheproceduresdescribedinthisCENTechnicalReportareintendedtobeappliedforplacingproductsonthemarket;itincludesthe'noperformancedetermined'option(NPD)forapplicationwherecompliancetoaregulationrelatedtoER3oftheCPDisnotrequired.ThisreportdoesnotcoverEuropeanTechnicalApprovals.ThisCENTechnicalReportislimitedtothescopeoftheCPDandmandateM/366.Consequently,release/emissionduringtheconstructionandend-of-lifephasesarenotcovered.
